Russian law enforcement have detained Deputy Defence Minister Timur Ivanov on suspicion of taking bribes, Russia's Investigative Committee said on April 23, 2024. A Russian deputy defense minister in charge of military construction has been detained on Tuesday on suspicion of "large-scale" bribe-taking, in one of the highest-profile corruption cases since Moscow launched its war in Ukraine. A brief statement by the Investigative Committee, Russia's top investigative body, said late on Tuesday that Timur Ivanov had been taken into custody and an investigation into his case was proceeding. Defense Minister Sergei Shoigu had been informed in advance of his detention, he said. Russian news reports also said Ivanov was likely the most senior Russian official to face such charges since Moscow launched its invasion of Ukraine in February 2022.

Belarus President Alexander Lukashenko called on law enforcement agencies on Tuesday to organise patrols with small arms on the streets of Belarusian cities to ensure the safety of people. Lukashenko said that while the crime rate in Belarus was decreasing, the country was at risk of crimes of an "extremist nature." Bahrain said on Thursday that the Gulf state's ambassador to Israel had returned home and the Israeli ambassador in Manama had left the kingdom "a while ago," confirming an earlier statement by parliament linked to the Israel-Hamas conflict. The statement did not clarify whether that meant the Israeli ambassador had been expelled. Israel had earlier said it received no word of any such actions, saying its relations with Bahrain were "stable." "The cessation of economic relations was also decided," it said, without making clear who had made the decision. Relations between Israel and Bahrain are stable."

Russia is revoking ratification of the Comprehensive Nuclear Test Ban Treaty because of the irresponsible attitude of the United States to global security, the speaker of the lower house of the Russian parliament said on Tuesday. President Vladimir Putin said on Oct. 5 that he was not ready to say whether or not Russia should resume nuclear testing after calls from some Russian security experts and lawmakers to test a nuclear bomb as a warning to the West. "In the interests of ensuring the security of our country, we are withdrawing the ratification of the Comprehensive Nuclear Test Ban Treaty," Duma Speaker Vyacheslav Volodin said ahead of a debate and parliamentary vote on revoking ratification. Volodin said that while Russia ratified the 1996 treaty in 2000, Washington failed to ratify because of its "irresponsible attitude to global security issues". "The Russian Federation will do everything to protect its citizens and to maintain global strategic parity," Volodin said.

Draped in a Lebanese flag, Abdallah’s body was carried on a stretcher through the streets of his southern town of Khiam, from his family’s home to the local cemetery. France’s international news agency, Agence France-Presse, said two of its journalists were also wounded: photographer Christina Assi, and video journalist Dylan Collins. The Lebanon-Israel border has been witnessing sporadic acts of violence since Saturday's surprise attack by the militant Palestinian group Hamas on southern Israel. Journalists from various countries have been flocking to Lebanon to monitor the situation as tensions have been escalating between Hezbollah and Israel.

Russian President Vladimir Putin on Tuesday ordered his government to "clarify" the procedure for how Russian companies can make dividend payments to shareholders from so-called "unfriendly countries." Russia considers all countries that have hit it with sanctions over its military campaign in Ukraine to be "unfriendly". It has hit back with its own package of counter-sanctions and capital controls which restrict the ability of companies and investors from these countries to transfer profits or dividends back home. The Kremlin said proposals on dividend payments should "include conditions that residents expand their production in Russia, develop businesses based on new technologies and invest in the Russian economy." Putin asked the government to come up with proposals by May 20, a document published by the Kremlin said.

The shares in the two entities have been placed in the temporary control of Rosimushchestvo, the federal government property agency, the decree said. WASHINGTON — U.S. Commerce Secretary Gina Raimondo said companies that voluntarily agree to forgo stock buybacks for five years will get preferential treatment when the agency doles out $52 billion authorized under the CHIPS and Science Act. Raimondo said stock buybacks is one factor being taken into consideration as part of a $39 billion manufacturing subsidy program. The law also creates a 25% investment tax credit for building chip plants, estimated to be worth $24 billion. Beyond that, we're giving a preference to companies who voluntarily say they won't do a buyback for five years," Raimondo told CNBC's Sara Eisen on Monday. The Commerce Department began accepting applications for CHIPS funding at the end of February.
